Statute on holding the Second International Theatre Festival of Martin McDonagh
From 1st to 7th of October, 2016 the Theatre “U Mosta” holds the Second International Festival of Martin McDonagh. The Festival aims to become a centre of attraction for modern dramatic art lovers and, in particular, those, who admire Martin McDonagh’s works, as well as to unite Russian and foreign theatres on the venue, to bring together the leading experts of his works from different countries.
The idea of holding the International Festival of Irish playwright Martin McDonagh at Perm theatre "U Mosta" has appeared not coincidently. The “U Mosta” theatre has revealed the most brilliant playwright of our time, Martin McDonagh, to the Russian audience and it appears to be the only Russian theatre nowadays, which has staged all 7 plays of this author. In 2010 the theatre "U Mosta" became the winner of the "Golden Mask" National award for the performance "The Cripple of Inishmaan" by McDonagh.
Martin McDonagh is considered to be one of the greatest modern playwrights; astute, sharp-witted, wise author; he can be compared with Chekhov and Ostrovsky. Martin McDonagh’s plays are being staged in different countries, including Russia, and it may seem that there is much in common between the plays and Russian reality. Although Martin McDonagh’s plays are produced in Ireland, they touch the Russian audience to the heart as well. Wherever and whenever an individual lives, he/she would always have almost the same questions and problems. It often happens, that national work of the author is particularly interesting to people from other countries. But Martin McDonagh pens not only stories "of Irish life". He is spoken of as "the main playwright of the XXI century", who clearly understands the nature of every national character.
Nowadays the plays by McDonagh can be found in repertoires of many theatres. This could mean only one thing – the International Festival of Martin McDonagh will be a significant event for the whole theatre world.
The programme of the Festival is formed by the performances of the best Russian and foreign theatres, by plays and scripts, presenting the scene of modern times on the basis of the dramatic art of Martin McDonagh. The programme includes the screenings of Martin McDonagh, lectures, seminars, read-through, workshops of the distinguished Russian and foreign directors.

1. General Terms
This Statute on holding the International Theatre Festival of Irish playwright Martin McDonagh (hereinafter – Statute) determines the procedure of holding the International Theatre Festival of Irish playwright Martin McDonagh (hereinafter – Festival), as well as sets up terms for participation in the Festival in 2016.
2. Purposes and objectives of the Festival
2.1. Purposes of the Festival:
strengthening the status of Perm region and the city of Perm as one of the largest centres of Russian culture;
attraction of the audience’s attention to new modern forms of dramatic art through the works of Martin McDonagh;
acquaintance the audience of the city of Perm of the best examples of Russian nad foreign dramatic art, based on the plays by Martin McDonagh.
2.2. Objectives of the Festival:
establishing and strengthening of creative contacts between theatre workers, musicians, writers, artists, critics;
exchange of professional background in current trends and styles of dramatic art;
creative exchange, the discovery of new names in the theatrical world.
3. Terms and place of the Festival
3.1. The terms of holding the Festival are determined by the Directorate of the Festival.
3.2. The venues of carrying out the programme events of the Festival are determined by the Directorate of the Festival.
The venues of carrying out the programme events of the Festival can be theatres, concert and exhibition halls, cultural institutions, museums, galleries and other venues and open public spaces in the city of Perm.
4. Organizers of the Festival
The Organizers of the Festivals are:
— Ministry of Сulture, Youth policy and Mass communications of Perm krai (hereinafter – Ministry);
— Department of Сulture and Youth policy of the Administration of the city of Perm (hereinafter – Department);
— Municipal budgetary institution of culture of the city of Perm “Perm theatre “U Mosta” (hereinafter – Theatre).
5. Working bodies of the Festival
5.1. The Organizing Committee (hereinafter – Organizing Committee) provides management of the Festival. The members of the Organizing Committee are approved by the order of the Ministry from among the list of representatives of the Organizers of the Festival and institutions of culture of Perm region.
The Organizing Committee of the Festival has the following functions:
approval of the structure of the Expert Body of the Festival;
approval of the members of the Jury of the Festival;
approval of the period of the Festival;
approval of the nominations and awards of the Festival;
approval of the programme and the event calendar of the Festival;
determination of the procedure of awarding, the list of awards and gifts for the participants and guests of the Festival.
5.2. To provide the work of the Committee the following Bodies are organized: Directorate of the Festival, Expert Board of the Festival and Jury of the Festival.
5.3. The Directorate of the Festival implements set of actions on the direct preparation and holding of the Festival.
The Directorate of the Festival performs as follows:
develops the programme and the event calendar of the Festival;
makes up the income and expenditure estimate and submits it to the Organizers of the Festivalfor the approval;
submits proposals on the structure of the Expert Board of the Festival and of the Jury of the Festival for the Organizing Committee’s consideration;
settles the dates of the Festival;
organizes the work of the Expert Board of the Festival;
accepts applications for participation in the Festival;
notifies the applicants of the decision of the Expert Board, of including / not including of the applied performance into the Festival programme;
develops the advertising and organizes the production of promotionaland printed thematerials, as well as Promotional merchandise of the Festival;
attracts other creative organizations in order to perform objectives of the Festival;
the Theatre functions as the Directorate of the Festival.
5.4. The structure of the Expert Board of the Festival is approved by the Organizing Committee of the Festival from among the authoritative theatre workers – critics, directors, theatre historians from Russian and abroad.
The Expert Board of the Festival evaluates the submitted applications and provides its opinion on whether they should be included in the Festival programme. The chairman of the Expert Board of the Festival informs the Organizing Committee and the Directorate of the Festival of the Expert Board’s opinion.
The Expert Board of the Festival also recommends the leading theatre critics, invited to carry out the workshops, creative laboratories, seminars.
5.5. The structure of the Jury of the Festival is approved by the Organizing Committee of the Festival. The Jury of the Festival cannot include authors and participants of the performances, participating in the Festival.
5.6. The Jury of the Festival takesa decision on the awards of the Festival in each category. The decision is taken at the meeting of the Jury by a simple majority of votes of the present members of the Jury by the open vote. The procedure is confirmed by the minutes.The meeting of the Jury is considered to be valid unless it is attended by at least half of the members of the Jury.
The Jury has the right not to award the Prize in any of the categories if that vote is supported by no less than 2/3 of the body count at the meeting of the Jury.
The Jury has the right to decide to award the Special Prize if that vote is supported by no less than 2/3 of the body count at the meeting of the Jury. The Jury is entitled to define independently the statements on what is the Special Prize awarded for.
The decision of the Jury is announced and the prizes are awarded at the ceremony of awarding the winners.
6. The Terms of participating in the Festival
6.1. The Festival is attended by Russian and foreign theatres with the performances, based on the plays by Martin McDonagh, selected by the Expert Boardand invited by the Directorate of the Festival.
6.2. The Application form for participation in the Festival, signed by the manager of theapplied organization, should be submitted to the Directorate of the Festival not later than April 1, 2016 together with the following documents:
- Full video of the performance
- List of participants with the indication of their full names, citizenship
- Poster of the performance
- Detailed characteristics of the decoration (with the indication of its dimensions)
- Reviews, critical essays, publications
- permission for showing of the applied performance from the author (license agreement with the Russian Author’s Society, permission from the author).

6.3. The Expert Board of the Festival considers the submitted Application forms within two weeks from the date of receipt of the Application form and informs the Directorate about the decision not later than three months before the start of the Festival.
6.4. The Application forms, not meeting this Statute’s requirements, are not considered by the Expert Board.
7. Nominations and Awards of the Festival
7.1. Festival awards are given to theatre ensembles, actors, directors and designers in the following categories:
Best Actress in a Supporting Role
Best Actor in a Supporting Role
Best Set Design
Best Festival Performance
Best Sound Design
7.2. Awarding, established by Mass media representatives, sponsors of the Festival and other organizations and institutions is considered to be acceptable by agreement with the Organizing Committee of the Festival.
The procedure of awarding, the list of prizes and gifts for the participants and guests of the Festival are approved by the decision of the Organizing Committee of the Festival.
9. Financing of the Festival
9.1. The costs of organizing and holding the Festival are covered by:
Federal funds, received under the appropriate target programs;
Territorial budget funds
Other funds, including funding sources other than the public purse, in accordance with the applicable legislation.
9.2. Budgetary financing of the Festival from the regional and local budget is carried out within the limits of funds, allocated by the Ministry and Department pursuant to agreements with the Directorate of the Festival.
